01. Land Acquisition

For the Owners of Private lands which have been acquired for development activities of the government

  1. payment of compensatation
  2. payment of interest for the time period from the date of issuing 38(A) notice to the date of paying of compensation.
  3. Organizing the Larc committee meetings for the owners & payment of Larc allowances

Documents needed

1. Obtaining compensation

  • Application /letter of request for compensation
  • The deed of the relevant acquired land
  • Plan of the relevant acquired land
  • Ownership report of for the relevant land by a lawyer with more than 10 years of experience
  • Folio records obtained from the land register within 2 weeks
  • The national Identity card

2. Obtaining the interest payment

  • The documents above must have been produced for the compensation payment
  • Application/Letter of request for the interest payment

3. Obtaining Larc Committee allowance

  • In addition to the documents produced to obtain compensation above a letter of has to be forwarded

 

4. Charges

  • A Rs.25.00 stamp fee is charged for all compensation payment of Rs.25000 pr more
  • 10% of the interest payment entitled will be deducted for the on behalf of the commissioner general of inland revenue as a tax
  • A Rs.25.00 stamp fee for each interest/ larc payments more than rs.25.00/=

Administration Of State Land

Distribution of state land for village expansion projects under the land development ordinance, state land ordinance & land grant (special provisions) act.

2.After work of land distributed under the above acts & ordinances.

  • Issue of lawful ownership documents for disposed state lands
  • Nomination or cancellation of a successor
  • Relaxing of conditions of deeds/grants
  • Disposal of land
  • Granting of approval for mortgaging of vested land to banks

Documents required for:

Issue of lawful ownership documents for disposed state lands

  1. Letter of request addressed to the divisions secretary
  2. Originals and a copy each of the dead/grant & plan
  3. Folio records obtained from the registrar of land within 2 weeks
  4. Grama niladari report on land dwellers
  5. grama niladari report on inheritors of the owner/permit holder.(descending order of ages, including the dates of birth)
  6. Affidavits forwarded by all inheritors agreeing to the transfer of ownership. This should be signed on a stamp affixed to the value of Rs.25.00 and attested by a justice of peace
  7. Death certificates of the owner/permit holder & spouse
  8. The death certificate of any inheritor who has passed away

All inheritors must appear before the divisional secretary on a previously informed date by the divisional secretary to give the verbal statements.

Nomination of a successor

  1. Letter of request addressed to the Divisional Secretary
  2. Originals & a copy each of the permit/dead and the plan
  3. Folio records for the relevant land obtained within 2 weeks
  4. Grama niladari report on the land dwellers
  5. The plan & a copy of the proposed division prepared by a licensed surveyor if more than on successor is nominated
  6. Certificates of birth of the nominees along with a copy each
  7. Copies of the National Identity Cards of the nominees
  8. The affidavit given by the owner/permit holder, declaring that the nomination is done by his/her own free will.(The affidavit has to be signed on a stamp valuing Rs.25.00 in front of a justice of peace)
  9. The verbal statement of the owner/permit holder
  10. completed C155 format for which the relevant grama niladari has signed as a witness

 

Relaxing of conditions of deeds/grants

  1. Letter of request by the permit holder/owner
  2. Original deed

Transfer/Disposal of ownership

  1. The transferee must be either a blood relative of the permit holder/owner or an low income earning individual without land
  2. If only a portion is transferred the deed/grant should allow for sub divisions

Documents Required

  1. Letter of request
  2. The original deed and a copy of the land proposed to be transferred
  3. Folio records obtained within a week
  4. Documents to prove the blood relationship between the transferee & the owner
  5. The grama niladari report on the income of the transferee
  6. The grama niladari report on other land/lands belonging to the transferee
  7. the letter of consent by the natural inheritors in the form of an affidavit
  8. Affidavit by the permit holder/owner declaring that he/she would not become homeless by this transfer and that he/she has other land
  9. The survey plan of the lot proposed to be transferred if only a portion of the kind is transferred

Granting of approval for mortgaging of rested land to banters

  1. Letter of request addressed to the divisional secretary
  2. Original deed/permit/instruments of disposition along with a copy
  3. Folio records obtained within 2 weeks

3. Prevention of encroachments to state lands a conserved areas and issuing of annual permits

 

4.Giving of state land on long term lease for applying institutions

Documents required

  1. Letter of request
  2. Plan of the land
  3. Affidavit declaring that tax will be paid
  4. The consent of the local governing authority
  5. 17 & 14 schedule
  6. Project report of the organization
  7. Constitution of the organization

5.Implementing of development projects in order to uplift the social & economical conditions of the settlers
